Our traditional approach of getting experts to come up with the answers has limited, if any, success. What's required is a recognition that the answers don't lie with just one person or group or sector but all relevant stakeholder groups (or the whole system as some of us call it).
This is possibly even more so the case with sustainability than anything else given the way it is so systems interdependent.
So, why hasn't it happened at a Australian national level?
The 2 reasons are always:
1. Those with authority and influence don't understand.
2. Such an approach requires letting go of control (to a degree) and those with authority and influence don't want to do that.
What's the solution? I don't profess to know other than continuing to work at our local levels - beginning with our own home.
